Penn Quarter's the newest host to this 120yr-old French bakery (which is also a chain...but whatever, it's French and old and esteemed) featuring booth seating, plus an outdoor terrace (looking out on the Navy Memorial fountains) primed for bites like beef frankfurters covered in Dijon/ BĂ©chamel sauce/ grated cheese, and flakey (all the hot pastries are!) tourtes baked with salmon/ spinach/ custard.
